Bait is any thing that is placed for luring or attracting big game,
but does not include decoys, scents or chemical attractants.
It is illegal to:
• Place bait forthe purposes of hunting a big game animal,
excluding black bear or wolf.
• Hunt within 800 metres of bait placed forthe purposes of
hunting in all areas of Manitoba.
• Hunt any cervids (members of the deerfamily) within 800
metres of anything posted by a Natural Resource Officer as a
“baited area.”

Thx Patty that link was a great read. Valid points on both sides of the fence. Because I'm new to hunting I can't have views either way but was enlightening to read both points of view.
It's not about sportsmanship, it's about disease control. The idea is that bait causes deer to gather and high population is a breeding ground for things like cwd and tb.sdenault said:

It's not about disease control either, deer and elk are herd animals not solitary creatures... They interact with each other year round no matter what part of the province they are in... They are going to pass diseases like TB (CWD is a joke IMO) regardless of whether or not they are baited...
If baiting is such a huge risk, why are both First Nations and Metis harvesters allowed to bait???
I agree with the scents thing in a way... But see no reason why a hunter cannot use the gland or urine from a deer which they have harvested within the province of manitoba...
The way the book reads:
It is illegal to use or possess scents, chemical attractants and other
substances that contain urine, faeces, saliva or scent glands of cervids.
Basically, if you put a whole deer into the back of your truck (the legal time required to tag) you have taken possesion of every scent gland and urine or feces of that animal... Techniqually speaking, you should have to remove them before the animal is taken into your possession or it is illegal to have that animal in your truck... Some better wording or more clear definition of "possession" is needed in the guide IMO...

Every jurisdiction has different rules and cultures, not all states allow baiting just like not all provinces do... European hunters use dogs and people to drive hogs, deer, moose, etc out of woodlots where "shooters" lie in wait for the fleeing animals, it doesn't make them less sporting than the guy who sits over a bait or less sporting than the guy who chooses to sit in a stand and hope for an animal to pass... Even within this province you will see area's where guys prefer to push bush rather than sit and wait for a deer and other area's where the majority will sit and wait...
